@sundiata - I'd investigate further into his motivations and what he is and isn't willing to do.

What I imagine happens is that the state will investigate before they issue a clearance notice because the same issue would arise later with boot, so your initial escrow liability would be lower but you'd get taxed later.

I have no desire to skirt the system but if this is a legitimate way to pursue this I'm open to investigating it.

We know that fraud can be investigated, and it is when economically feasible.
