Either they couldn't follow the instructions or they knew that the house wouldn't appraise for that much and was counting on the appraisal to prove that point so that they could renegotiate the contract.

I answered below but incase your not follow the thread.we require the listing agent to redact the next highest offer.. and yes someone could do that but their license would be in jeopardy and at the end of the day if you like the price it does not really matter right ???
