In some areas projects take years to get entitlements because of all the red tape in a particular county or city.  

We have a beautiful arrangement in my opinion.

I was going to comment, with that last, unfinished sentence, that there is a beautiful McMansion, not too far from us (in very expensive "horse" farm country on the road we take to get up to Annapolis) that has been sitting vacant, with a for sale sign out front, ever since it was built over 10 years ago!

Avon Lake is really a beautiful community and one of the nicest suburbs on the westside of Cleveland with truly excellent schools. 

If you only see delivery services in an area that is a huge red flag.

It's a huge red flag if the most recent address is different.  

So, is there a set of rules to classify apartments or for the most part the beauty is in the eye of the beholder?

It has a few banks, a feed store, post office, Dollar General, fertilizer plant, elementary/middle/high schools, a couple of convenience stores, beautiful new gun shop, a couple of sit down restaurants and the largest job creator - a small prison just outside of town.

While the city is dealing with the red tape of setting some of these projects up, you can work on finding a deal nearby some of those projects and get a jump on the 99% of the other folks who will say "how did he know to buy there?"
