You broke the rules and got caught.....With that being said 12k is a ridiculous fine for this type of violation, especially with no formal notice or warning before implementing a fine that high.

Prices are stable, inventory is still on the lower side but you're not seeing ridiculous things like appraisal gaps and bidding wars way over asking price.
