The only violation would be if you told them that they couldn't be your resident because they were (Fill in the blank of the protected class).Sticking to policies aren't a bad thing. 

On occasion I've had people think they were getting in touch with me via email but it was going to an old account that I can't access or shut down.

It actually gives me a better feeling than if reading a blank form.

I've had concrete two story stairs collapse; a full room plaster and lath ceiling fell due to slow roof leak, narrowly missing occupants; kitchen waste line main was blocked, several floors above were draining out of our kitchen sink...in a million dollar plus 2 bedroom condo...for a couple of days, as the people below were out of town also so there was nothing reported; I've had Tenants on a few occasions walk out the door leaving EVERYTHING behind; a well known Bail bondsman vacated a property that had apparently let multiple pit bulls live and crap throughout the multi-million dollar house; Military Tenant who was separated from wife, but she came to visit, they fought, SHE got a TRO against him, and of course she had no income and paid no rent for the several months it took to evict; Another Tenant, quite elderly, lived in a walk up and had two yappy little dogs.

I would get dark washcloths embroidered with Makeup on them so people have them for removal instead of using your white towels.So, fill in some blanks and I can help more.

I am not the most experienced real estate investor only investing in one home in my life, however I have over 16 years in the Lease to Own Business and am currently a Regional Manager for the nations largest furniture leasing company, and deal with similar issues with customers and It has been my experience that in every case the need for something outweighs the individuals need for security and privacy I have on occasion dealt with folks that have initially refused to give a social, however when it came down to not getting the merchandise they always went ahead and gave the info.. 

Luckily I had a buddy to help on occasion but did just about everything myself.

Since the cops were called on at least one occasion it should not be difficult documenting, at least, the one incident if you have to go to court.
