Their county sites are little more busy than my county site so I couldn't see just where the appraised value was listed.Is there a requirement in this area for owners that rent to have a license?

That's the reason I would recommend sitting down with a mortgage pro (my company is not licensed in PA or NJ, so I'm not trying to get your business).  

Then I can become licensed and from that point I will need to join a brokerage.Thanks for any help!

The second contractor , also started well and assured me that he had a license and since I was in a hurry to continue and complete the project I agreed without checking his license, it turned out that he had no license , which is okay , but do not lie,that might have explained the poor quality finishes and lack of electrical knowledge.

PS: As I'm sure you already know, in most positions you'll need to be a licensed salesperson with the state of CA, so might be useful to look into getting your license :).

just get a RE license if you're serious about flipping. it's roughly $200 to get, and saves you thousands. 

I am looking into getting my builder's license in the near future to build spec houses in the sub 200k range.
