I've got to have a Broker Backing to get my real estate license. 

Your license should be active and placed with a brokerage in good standing with the Georgia Real Estate Commission.The commission belongs to the brokerage and your Independent Contractor agreement should spell out what percentage split you get after their take.

So I have been running into a lot of scammers or people who are not licensed.

If it add values, the property manager may hire you and pass on the cost...But I think where this second case is most likely is on larger projects (like 6-7 figures) and if you have some special credentials or skills like in construction project management, contractor and contract background, licenses, even engineer/architect, etc...

The HOA property manager licensing bill was supposed to address the disclosure of the fee but not ending or limiting the amount or ability to challenge the fee: basically allowing things to continue as is.

This is all under the model of a CPA having taken their licensing examinations.
