@Jeffery NealI know a guy at Scott's Credit Union that says he can do 25k Loans but the homes have to be livable and pass  underwriting (via an inspection )

Long weekends, holidays, winter break for students this passed year I was renting for $200/night mostly on weekends. 

I need a sponsoring broker in order to pass the exam so really want to make a good impression with this broker. 

I would pass on these tenants.

(If he passes all our checks)I don't want to start feeling like I am giving concessions, and this situation is new to me.I don't want to wait until July 15th to start.

Unless you are getting these energy saving items ( new windows, LED lightbulbs, high effiecency furnace) for a significantly reduced price or for free then I would pass on this program.

Reference the Bexar county property, I suspect that it will have to go through the auction process before the Tax office would entertain a discount in the taxes owed.

I have also passed up on some mentoring programs due to the cost, but Bigger Pockets has been a great source for me.  

I would suggest newer investors focus on a single state and master that state's states title laws as they pertain to passing marketable title.
