So, make sure to close everything before you start;- If you turn off the water at the main shut off (right where the water line enters the house) and then turn it on at the meter, you will quickly fill the main line with water, but water won't be entering the house.

If you get shut down really quickly, that's why, and similarly if they instantly cave by $1000, that means they screwed the last 4 people by $300 each (still coming out $200 ahead on over-charged junk fees).

If this is a central air unit,, it  might be better to shut off vents in  the top floor rooms and shut doors to rooms your not using, put single A/C unit in rooms you need to cool on 3rd and use only if you need to.did the service tech suggest a recharge for the A/C unit.. maybe it just needs more coolant, .. ..hard to know but I'd ask the landlord to take a look and see if it can be serviced.

You want to check out every unit top to bottom to get a reasonable idea of how much deferred maintenance/repairs there are and what that's going to cost you right up front.If it's an older property, it may be worth while to have the sewer scoped.Check all of the water shut off valves, in the units and the shut offs TO the units.
