The only time I've heard of rent control it was only in the unfavorable parts of town; an example being old military barracks off base, and when the base shut down, the old barracks were turned into  low income housing.

Also, the tenant contacted the gas and water companies to have the services shut off and removed from their names.Sorta related story:Years ago I rented a house here in CA that came with a very old refrigerator...

This is seeming like it will shut down the deal!!!!

This link describes the "Responsible Utility Customer Protection Act", but that seems to protect against cases of utility companies shutting off water unjustly, rather than the opposite.It looks like you may be responsible for the bills in this case.

--The lender, usually but not always a Bank, (Something institutional:  Credit Union, Mortgage Co/servicer, CMBS,  CDC, Local Housing non-profit,  church group, etc.)  

If you have good books, it'll be easier to get future financing and it almost doesn't matter if your CPA is REI savvy if your bookkeeper knows what they are doing (forget the lady at church that'll do it for $10/hour). 

I currently work 40hrs, study 15hrs, and work at my church 8-15hrs per week.

We have also posted at work and on our church bulletin boards to try to get trustworthy tenants. 

We are currently doing a development on Providence Road beside Candlewyck Baptist Church that required about 5 acres of clearing and grubbing.
