The only time I've heard of rent control it was only in the unfavorable parts of town; an example being old military barracks off base, and when the base shut down, the old barracks were turned into low income housing.

This link describes the "Responsible Utility Customer Protection Act", but that seems to protect against cases of utility companies shutting off water unjustly, rather than the opposite.It looks like you may be responsible for the bills in this case.
