If they turned off some/all utilities (assuming they were at some point in the tenants name), AND there is nothing but trash left in the unit (no useable furniture, no current groceries, no clothes in closet, no shoes, no toothbrush in the bathroom or meds in the cabinet), check local law but that IS abandoned...not allegedly abandoned.

There may also be hospitals or colleges in the area ("Meds and Eds" people say) although both can be located in rougher parts of town too.Bad locations will have the opposite.
