I am relatively new to real estate syndication but am exploring opportunities to invest in self storage as a passive investor.

Assuming you can get a low enough HELOC rate on it, I would personally explore using the HELOC as a revolving line of credit as it has more flexibility than a refinance would. 

Almost every town you come across will have a desirable and non-desirable parts of an area but really you need the boots on the ground to be able to explore that.
