You could begin with how you define good and bad.Someone that has been a consistent good tenant when they run into financial issues will call me in advance and discuss the situation knowing that they have a financial commitment they can not uphold.

The problem with the HUD position is the 'general rule' part and it doesnt clearly define the ratio of 'children' to 'people'.

My advise would be to try to work it out, re-define some time frames, but be flexible with those as some things, like permitting, weather, etc. really are out of a contractors control.
