Based on what you described you will be incurring significant expenses renovating the building.

I have been speaking to the folks at Hamza Invests and they are confident that it can be delivered for much less based on my land costs but I don't want to fork over the money for their program and find out my instincts were right. 

Is it best to pick the location based on ROI, or is there other important factors that a newbie may overlook?

even back in 2002 when i started funding out of state buy and hold folks.. not exactly sure on eviction but I know for sure you could not turn off the utls and they run with the land  so many tenants simply do not pay their water bill and such in that city as they know it can be turned off. 

Each time it rained hard, water would rush down the hill and go into my basement via a too low window well.
