This can be accomplished several ways, but apparently the most desirable is 100% owner financing (Wishful thinking, I'm sure).

Welcome to BP, sorry, but right off the bat you got bad advice.The issues in the SAFE Act and Dodd-Frank are based on the status of the note/borrower, performing or non-performing or pre-foreclosure with servicing issues.Saying "brokered" sheds a different light, I imagine the broker is requiring that no contact be made (and might be blaming the Act), there is no moratorium on communications with a borrower and a note holder, notice of a servicing change is required and while that is generally accomplished by the note holder/servicer, there is nothing saying notices can not be given by the buyer, and the buyer will be giving future notices.
