We get an occasional complaint about other tenant's water usage but we basically indicate the water bill allocation was advertised when they committed to the lease and has not changed. 

Follow this advice to a T and you will do great things.

Rent is decided by the market so if the market isn;t up by the amount you propose it doesn't matter.
