Lewiston/Auburn is pretty big in this aspect.Most of the section 8 tenants I have had are either folks with disabilities or seniors. 

Some parks also have a 55+ age restriction (Senior Community) - that also makes it harder to wholesale to an investor.Good luck to you!

All US citizen( inside or outside the country ) have to report the income from disposing the property outside the United States, unless you are exempt from tax law to not pay taxes on the sale. 

Citizens don't want the homes in our neighborhoods rotting, the tax sale process gives investors an incentive to prevent the home from falling into disrepair.

Both neighborhoods are populated with older homes, many still owned by senior citizens, and both neighborhoods are slowly turning over to a younger demographic who want to live close to downtown. 

If you are on a budget, reach out to a senior civil/structural engineer in a nearby university for a second opinion. 

I used to work with a senior chemist that would lash out at every question I asked.
