I think there's a reasonable argument to be made that certain RE is a better hedge than gold, silver or other hedge assets because it can serve a legitimate useful function (providing housing) and is not easily stolen.

A conventional appraisal is much less demanding and is normally focused on the major systems being functional. 

This is a cheap little trick, or a regressive childhood strategy, or a cognitive dysfunction.

If the fixtures you are referring to are plumbing or light fixtures then the appraiser legitimately would not be able to say that he was able to verify it had functioning plumbing and electrical systems.

For me, this would be a function of restricting your quiet enjoyment of the premises, though I’m sure you can find one or more other things the tenant has violated.
