As best I can tell from your description it sounds like this property needs to be vacated and gutted to fully address the issues. 

Also, I don't think this person is currently a fugitive - otherwise the cops would be right back, considering it's his last known address.

Execute a POA allowing them to address any and all issues that can arise.

I'll circle back to the question, however, some basic points need to be addresses.  

I have been approached by a broker for Hotel land deal, who wants me to sign a CA without the property address on it.

Where is gets a little sketchy is here.. they stated on paper I will have to state it will be my primary address/residence and I'm not buying it for them.

Make sure you have great lease that addresses tenant liability also.

Chances are quite high (unless you're targeting divorces) that they are living at the same address.
