I wouldn't base any income projections on leasing billboard space unless you know the local codes applying to billboards.

Air rights--the Floor to Air Ratio, or FAR, not being used by a building that can be transferred through Zelda (zoning lot merger)--give developers the right to expand their buildings, allow lot line windows to be used as regular windows, allow for more residential building and provide more flexibility for design.
