You need to bring in sewer lines, water lines, gas, electrical, etc. before you move.

I refuse to play that game.There are a dozen ways to split a water bill and require tenants to pay it in full each bill period.The same for gas, electric, cable, phone, or anything else.It helps if the lease states the obvious responsibilities along with repercussions when the lease is NOT followed to the letter.This may take an actual attorney to help you write this into your lease, and it may cost to have your attorney effect the discipline required by said lease.Just save that talk saying there is nothing you can do but change toilets, faucets, and make sudden inspections.

Sooner or later you’ll have septic/plumbing, electrical, hot tub,and  HVAC issues.  

But, I had to connect the pump and dehumidifier to one unit's electrical panel. 

I pay all utilities for the unit, as they are not separated (internet, water, sewer, electric, gas).

We did a complete remodel including all plumbing and electrical.

There's a duplex in outskirts of Akron area that has piqued my interest and I want your opinions on this deal...1600+ sq foot Duplex, 2/1 down and 1/1 up, separate electric meters. 

This is a big red flag if you are having to “bug” them about updates and their plans. 

A customer of mine replaced electric baseboard with a system like this and paid it off in 1.5 years.Cons to this.

From experience, if laundry included in the rent you will have people doing a full load for with just one T-shirt in the wash, leaving their laundry in the wash machine for hours and your water and electricity bill will most likely go through the roof (I learn't that the hard way).
