What is to prevent a buyer from closing on several facilities at the same time and exponentially scaling in quick succession?

Most families in a position to have to move a family member out of their current home, will choose an assisted living facility, rather than to purchase another property where they will have to worry about almost all the same issues they had before, minus the facility adaptions.I’m not trying to be discouraging.  

I understand that everyone goes through a crazy phase at some point in life and with medical, new born expenses there will be money crunch.

I am thinking of building a mix use self-storage facility, can a lease agreement during pre-construction on the mix use part, be used for SBA loan application to get a higher valuation thus LTV covering the entire construction?
