I could do hands on work and fix up house myself or I could hire someone if I please.

IMHO, a more effective and longer term approach is to work with local trades and businesses to hire and train local youth to rehabilitate distressed properties and reintroduce them back to the community at affordable prices.

During the lease period, does the investor act like the property manager (or hire a PM) to handle repairs and collecting rents.

For me, I would use it as a down payment on an apartment complex, hire a great property manager, and sit back and collect. 

Or hire someone to do your direct mail. 

You can hire a lot of things without hiring a licensed realtor such as a secretary, customer service representative, an advertising specialist, general contractor, cleaning service etc.  

I am currently involved in the real estate industry on the commercial side as a project manager/owner's rep.

We hire professionals for the big repairs and have in house guys who do a lot of the unit turnovers.
