County property appraiser website should have area  you can easily search by address and see the owner listed.

I wouldn't suggest selling without talking to you in more detail.

Put in your address, projected rent, & number of beds to get a decent gauge. 

The other issue you will need to address is drainage away from the house.

If you are the landlord, it is up to you and all details should be listed on the rental agreement signed by both parties.If you are the tenant, yes it is!
