Although it's the tenant's home, it's *your* property, and you have the legal right of entry....however, I've learned it's not worth fighting with a tenant if they're leaving in a relatively short time frame.

If they choose to fight you on whether or not they need to do it/finance it and you don't actually have in the lease that they are expected to take care of such things, you're going to be eating the bill.That being said, I would never consider letting my tenant's doing anything greater then minimum repairs.
