Usually how it is done is there is a paper map (or online map) for the region published by FEMA, showing the different areas with flood risk designations A, B, etc...and the insurance rates depend on your flood risk assessment.

In tenant friendly jurisdictions like Chicago, they target mom/pop owners who don't know the laws to statutorily screw them - The landlord can either pay the tenant $1k to settle and give them 60 days to move out along with a good reference, or they can pay $3k + $8k legal fees for a simple error.

to follow up on Pratiks thought.. just send a courier in with your offer in writing and keep it arms length.. the courier can just say man I am here to walk you through these papers and sell the house.. if he balks he balks.. but your not putting your self in the middle have the buyer be an LLC etc.
