If your requested rent does not include utilities, the HA will guesstimate the utility expense based on many things such as the age, size, number of exposed walls, heat source, appliances, household size,       etc.  

You might be able to retain the current servicer if they so allow.  

Some crews will charge by item: wall scrubbing $xx, fridge $xx, stove $xx, blinds $xx etc.

Then, rate the amount of rehab to be done, from "clean & paint" to "move walls & rebuild".

The fan can go out the side wall as well which is easier than going thru the roof. 

A former boss of mine taught me how to say something "off the wall" and see how people react.

@Jenny Wall, when I converted, there were very few SDIRA providers so evaluating was not too time-consuming. 

We ripped out all carpets, hired a kennel cleaner to scrub and disinfect the tile floors, scrubbed the walls and ceilings with bleach and water and painted everything with Kilz. 

I'm not sure how transport may twist or rack a wall, but I'm sure they are produced with better QC than a guy with a skill saw on a job site.
