I recently seen a single family two bedroom house for sell he brought it for maybe 90k and I wanna obtain the property for my first rental but also he didn't really finish the inside up so it's still kinda gutted.

Just wanted to update this discussion since it remains interesting. 

If not, you need to consider the time involved with obtaining estimates, reviews, scheduling, providing access, handling issues that come up (like new water heater required  we remove the entire door and frame for access as they are wider now).   

They wouldn’t tell me rates or terms until we discuss a specific property, but in any case this is a good sign.In case there are any doubts about the investment case, a deputy minister of infrastructure came out with a shocking statistic recently:In order for Ukraine to have the same m2 per capita as the European average, one BILLION square meters of residential real estate needs to be built.

I immediately obtained a $2M umbrella liability policy. 

I would like advice and or examples of  fair and equitable agreements that I could use in my discussions/negotiations with him.

Have your agent let them know you're very interested in the property and offer a NDA in order to obtain the necessary information to analyze the property for purchase.

Factor obtaining possession into your numbers.Fourth, if nobody else is interested or bidding... why is that?
