If the population and median income of the neighborhood is growing, you may only have to wait a few years to begin reaping rewards that are well worth your time.

Learning curves are sometimes hard but rewarding.

The risk vs the reward makes sense to me.

I've considered it, and have seen it from others, out of country can be OK, but I see the risk higher than the reward.
