In the case of Ghost Ship, and the other artist's collectives that have since been shut down, I don't think anyone could make a solid argument that folks from the fire department didn't have the right to inspect... they simply elected not to do their jobs, for whatever reason. 

Im guessing there is 50 spots .. not sure why the poject stoped .. who knows why things like that shut down ..

Per my conversation with the city, they shut off water and determined that it stopped the leak on my property, only a few feet from the shut off.

Many businesses shut down in the winter.

Just shutting a business down does not usually remove obligations off of a lease.

Because the apartment is poorly insulated, we winterize the apartment, shut off the water, and close it down for the winter months.
