Unfortunately, there are a lot of scam artists out there pretending to be property management professionals.  

Is it a scam?

The problem I have encountered now is that I have enough to buy my first rental property (a little over 5 figures) but I don't have the 2 years income tax to back me up for a loan so I'm in a bit of a dilemma.

@Kinjal Patel, I do think home warranty policies are generally a scam. 

(I own the home and met with previous owners)Anyways looks like they are trying to scam people out of a deposit and first months rent.

I don't think that these programs are necessarily a scam but they rarely deliver what they promise and they often cost a lot of money.

Personally,  I have not encountered one that does not allow you to have any cash in the bank.
