The place has two homes (4/2 victorian that needs paint, AC, and roof but has updated plumbing and electrical and a 2/1 that's currently a rental and has been updated) and pasture otherwise.  

I decided to have their electric and water disconnected by the city. 

I'd prefer that instead of having to worry about electricity usage and damage to the AC from being too low too long.

It has washer and dryer, electric stove but no dishwasher.

I am getting electrical, plumbing, HVAC, Pool, and general work done on my property.

My criteria currently is that the land have water, electricity, sewage, maybe phone (I don’t know if VA inspections require this).

Electricity in the summer can easily go up to $500 a month.

If you need permits, unless it is for plumbing or electrical, you will probably need a GC to pull those.

Gas/electric depends on how it is metered and what heat source there is.
