If the property is commercial, such as a 10-unit building, you can execute the same strategy with a commercial loan at the end of the process, which would be based more on property performance, DSCR, investor experience, etc.

You absolutely can, and should, perform a thorough inspection no matter the occupancy.Bottom line is that I think you should spend a lot more time learning and asking questions before you try to execute on a deal--especially a long-distance deal in a dicey area.
