Even on those I don't waste my time submitting offers because they sell for much higher than I can pay as a wholesaler.Still possible?

I talked to someone who was very successful and they said at that 10-8% ROI I might as well wholesale deals then get into a rehab there is not enough security if something goes wrong, so I should submit offer no lower than 13% ROI..

@Will Johnston Hi Will,I took my pre-license classes with Moseley Flint in Richmond and they had a great test prep software that could be purchased online.

Some basic questions you might want to ask in addition to that though include how many transactions they've done, what kind of experience they've had (if any) with working with investors, ask them about how comfortable they are submitting low-ball offers on properties, what services they'll provide for you, etc.  

And I am confused on what types of simple documents need to be submitted to whom and singned by what party in order to get paid?

The chances are extremely small that a bank will move quickly enough to be useful when an offer has already been submitted.
