Not sure what the market is like in Milwaukee but in North Carolina, rents are declining at about a 1.5- 2% rate YoY and with the supply increasing, it seems as though they're not tapering off yet. 

Is anyone familiar with the cost of getting such land buildable? 

Are prices in the next 12 months going to be flat, increase 1%-5%, 6%-10%+ or decrease?

I agree with the notation that you should increase your income; however, it does not necessarily have to be W2 income.
