I've read a few hundred appraisals in PHX Metro and sometimes you'll get away with not having the AC vent or closet but they're looking for it to be done in a professional manor as you stated. 

@Christian Romero A few points first.Cash for keys in LA county is not as easy as other states.

Both the Columbus and Cleveland markets are great for investing in from out of state since they are landlord-friendly, have a low barrier of entry, and cash flow.

@Patience Echemwell, at that price point i'm assuming you'd be looking out of state. 

Are you planning to invest locally in New York, or are you open to investing out-of-state?

If you are over seas you are out of state anyway and would be wise to look at other markets.

Are you talking Santa Barbara county, where it states you're at in the profile, or Ventura county?
