I recommend meeting with city officials and explain your plans.

Send tenant 4 your state's version of a notice to cure to start the official process for getting rid of them if they don't straighten up and fly right or your going to lose your good tenants for a bad tenant.

I am pretty sure we will end up doing more mass mailings when we officially launch in April, and we have the funds to take this approach.
