I find it hard to believe that its a problem they would have been working on for almost 50 years but unable to resolve.Baltimore is a lot like Detroit -- Baltimore used to be a manufacturing powerhouse with Bethlehem Steel being one of the largest employers.

We also recently were awarded the location for the government's mapping agency's new campus (North St Louis City) and have a growing state campus in Univ of MO St Louis, along with a new industrial campus anchored by our largest grocery chain. .... lots happening and everyone wants short commutes and walkability.  

Many seasoned investors say their largest regret is not going bigger or faster sooner.  

The Mat-Su Borough is the next largest at 95,000. 

Somerville, Southie, Cambridge for example I know of several personal developers who are killing it in condo conversions fastest largest returns in 12 months, other areas not really a condo market.

for 26k.. was not buildable but it was right behind a home depot shopping center and within 1/4 mile of freeway and freeway off ramp.fast forward 20 years and the Graton Indians bought the land next door for 240 million and built the largest Indian gaming casino in Northern CA if no all CA... right next to me.. they brought in all the infrastructure so that now I have sewer and water paved road and stop light within one lot of me.Along with the city bringing me into the city limits and zoning me mixed used resi.. looking at commercial on the bottom and 50 plus condos on top.. market value in that area about 3 mil. now... but hey it never cash flowed a day I had to pay 300 a year in prop tax'  Prop 13.. and mow it once in while.. so its for all those reasons I think one needs to be somewhat of a risk taker and visionary.. now 26k for me was not much risk.. but it could have continued to be worthless non buildable piece of land..
