If you think about what purpose is served by having PMI, it will make sense why they might want the BPO or drive by that only captures "at foreclosure" value.

What sort of treatment procedure do you get for that price given the building size?

If it was junior lien to the foreclosing entity, and they were notified/served, it was wiped out.
