While you might be able to raise the rent ( like in your case the 60 bucks)  if your relying on Hud section 8 it wont work that way they only pay a certain amount and tenants being able to raise their co pay could be a big issue. but if you can raise rates then like what is mentioned its the renter who suffers..

Just make sure they document when you moved in and called to switch the utilities over and call periodically making sure they wont shut off service.
