There is no legal reason to throw them out if she has ability to pay and they are current on rent.

Sellers will understand that you have to make money and if you show it this way it shows that you they aren’t just throwing away equity.

If the area appears to stay stagnant, then you'll be throwing good money after bad at the problem.
