If its such a big issue, why dont you just pull your own permits as a homeowner and pickup a crew of subcontractors from the home depot or lowes parking lot.

It wasn't rented out, I use it as an office, with the rest of the basement unit storing junk we couldn't find a place to put away.Long story short, there's no CO for the unit, prior owners had no permit for the work.

Check and see if the converted garage was permitted or do you need to get permits to convert and will they even allow that.

Always pull permits for all work and never underestimate what can hide behind panelling and drop ceilings!
