Do i need to pay for a permit in order to rent it?

If its such a big issue, why dont you just pull your own permits as a homeowner and pickup a crew of subcontractors from the home depot or lowes parking lot.

Then to go Duval county site and search for the permits so you can find the GC that performed the work.

I do have a concealed weapons permit so I can carry if I so desire or think I'm in a risky situation.

It wasn't rented out, I use it as an office, with the rest of the basement unit storing junk we couldn't find a place to put away.Long story short, there's no CO for the unit, prior owners had no permit for the work.

The one illegal conversion I personally dealt with only had a fine for work without a permit.

Check and see if the converted garage was permitted or do you need to get permits to convert and will they even allow that. 

I would think the architect could give budget estimates including development and permitting costs as well as construction costs?

Always pull permits for all work and never underestimate what can hide behind panelling and drop ceilings!
