With my first property, I have a property management company handle everything there so this research is new to me. 

You can never know 100% but if you see businesses, company offices, increasing traffic, proximity to a desirable neighborhood or area (beach, downtown, etc), odds are it will help.

Find a good eviction attorney and pay them to fix this problem.At the same time, I recommend you look for a professional property manager to handle your rental and keep you out of trouble.

I have a colleague in the area with my RE company, they are mostly investor focused if you send me a DM I can connect you.

The proximity to lake Tahoe and Ski areas combined with tech companies like Tesla in the area there is a stream of people that come to the area.

CONTEXT-(30k in credit card debt, split between 4 cards, mostly in charged off status)(one vehicle loan that was charged off, is now caught up to current, not paid off, 50k original loan amount)(some card companies are contacting me trying to make a deal, so likely only have to pay 20k of debt off.
