Can I get pre-approved from a Lender that exceeds the purchase price?

For example, I had a borrower foreclose on a 3 family - a loan from pre-2007.

In general, do landlords of single-family homes pre-emptively make major repairs as items get close to the end of their expected life?

I never knew this myself until I took pre-license and was shocked to find out that this is most likely the reason my agent suggested to me when I bought my house that the price being asked was 'pretty fair' and he didn't think they would come down. 

I'm assuming when you run your anaylsis pre-purchase that the deal still makes sense under those terms?  

2) My second question: I have specific targeted areas in also in the Atlanta, GA which I frequent, but I've been having a little trouble getting a listing of properties in Pre-Forclosure or Forclosures, possible in prep., for Tax Sale.
