I have not found any entity (HOA, permit office etc.) who would accept a DIY plot line (after all imagine, if all your neighbors could submit their own version of plot lines). 

Land, design, permits can always be used as an equity position on your con loan.

Does filing a change of use permit change either of the two questions above?

Also, check and see if there were permits pulled to turn the garage into living space.

Ashish, not sure in California but what i do in florida is to search for close permits on the properties, it should give you some idea of the last renovations done on them (ofcourse if a permit was open and it's available in Cali.For big portfolios like that automation is the way to go....message me I might be able to help.
