Generating seller leads that will be worth anything for an investor is tough using social media.

Unfortunately with no social security number (I have an ITIN with a 760 fico score linked to it) no US bank / portfolio lender will lend to me.  

We'd love to connect with anyone in the area, even if just to talk, since our social circle is limited mostly to the base at this point.

Teachers, social workers, cops, firemen, and business owners that work in low income areas know what they are getting into and why they are there.

How about social networking or creating a website for the property and buying ads or Google keywords to promote the website?

Unless the conversation turns social and real estate comes up, I would steer away from it.
