 I think that the previous owner wasn't that involved. 

Once they get involved, they are obligated to complete the smoke and water remediation completely.  

Another question I have is could I purchase multiple properties with the VA loan in a package deal?

One of the members of the partnership DOES have a broker's license--would it be legal for us to officially call him the property manager, and I would work under him as an "employee", but I'm really the one doing all of the actual work involved?

I cane across a motivated seller and he was so concerned about selling me the property because he kept wondering what was in it for me since I'm not a realtor but he was kinda delusional because I explained to him what i did multiple times but these kinds of experiences and things that we're gonna have to deal with as wholesaler so you'll be find.

If fixed up I think the property would be a cool space that could be sub divided into 3 or 4 (or maybe even more) areas and rented to multiple tenants.  

I'm looking to network with anyone and everyone involved in Real Estate.

I know there is a lot of hard work involved and I am up for the challenge!

Keep it mind, you maybe taxed multiple times for performing a transaction like that (I'm not an accountant nor am I licensed to give advice in those capacities).
