It is a real epidemic.Frankly it had been happening for a while, Dallas itself has some issues financially because of the pensions, and the infrastructure/roads are in terrible condition.I do think the crime rate will get worse, but I think the mismanagement and issues with the police department compensation and pension have been bad for a while.

I found a copy of the "Texas Department of Insurance - Windstorm Resistant Construction Guide", and after looking through it, I can tell you that these 1950's house don't meet the guidelines.
