If a property of interest has a realtor sign in the front, do I contact the owner with a letter of intent or the Realtor with a letter of intent?

If it's something I can learn from while starting to wholesale I'd be excited to do it, but feel weird about sending someone my contact info that I don't know.

I realize this is a super basic question and more info might be needed, but I wanted to see what you all thought: Do I pull out the cash from the refinance to continue to fixing up the property or do I use the cash to put a down payment on another unit?
