I'd suggest reaching out to a few different lenders to see what options are available to you.

It looks like there are a few different ways to find potential partners - joining an investment club, real estate events in your area, other real estate agents, reaching out to property owners and managers you know, friends and family, lenders (hard money, traditional), financial advisors, crowdfunding, targeting your network (which I am sure you have a great one being a real estate agent!)

It’s important to figure out what metrics are important to you. 2) what Class areas are you looking in?

From my home, which is located between La Veleta and Downtown, it has taken me between 27 to 40 minutes to reach Tulum Airport, whereas it has taken me between 90 minutes to 3 hours to reach Cancun Airport.I believe the opening of Tulum Airport will attract more tourists, but we may not see a significant difference for a couple of years.

Not sure … I may just reach out to some friends in that income class and get their thoughts.  

I would reach out to your county supervisor like you mentioned, or maybe ask your LEO neighbors too as they may already have a relationship.
